The link exchange directories are a great resource for looking for new link partners and you also can list your site there (usually for free, but with a reciprocal link to them), so that other webmasters also can find you.

Buy/Sell Text Link Ads

There´s a couple of services (like textlinkbrokers.com) that offer you text link advertisements for monthly fees. Usually these text link ads are pretty expensive, as the money you pay feeds both: the website owner and the retailer. Fortunately there´s a place where you can buy directly from website owners and many of them are selling advertising spaces really cheap. It´s an auction site for text link ads: LinkAdage.com
